Legal aspects of open government and open data
Laws and regulations related to access to information and openness are very important for the implementation of open government principles. These laws cover several areas, such as access to information, protection of personal data, citizen participation and anti-corruption. However, the access information law is the basis and core stone for open government. The adoption of this law, and its implementation are of great importance for launching and mainstreaming open government strategies and initiatives.
This study investigates the laws that have an impact on fostering open government, specifically the right to access information. In its exploration it provides also two legislative frameworks, one on open data and one on citizen participation. The study also shed light on the legislations that impact accountability such as the laws related integrity, anti-corruption and protection of whistle-blowers.
